Job Description

ROLE SUMMARY

The Job holder will coordinate the development and implementation of ICT policies, strategies, and systems in line with the corporate strategy and advise the organization on innovative and cost-effective digital solutions to enhance operational readiness and ensure quality service delivery towards the achievement of the organization’s mandate.

 

 Duties and Responsibilities

(i)    Performing project post-implementation review;

(ii)   Handling Business needs assessment; 

(iii) Ensuring that tasks are completed to the agreed standards within the agreed time scales;

(iv) Translating business practices and processes into architectures to enable delivery of appropriate solutions;

(v)  Developing and managing implementation of ICT technology road maps aligned with the ICT and business strategy;

(vi) Reviewing new and existing IT projects, systems design, and procurement/outsourcing plans for compliance with IT standards and architectural plans;

(vii)Preparing technical specifications and evaluating IT-related equipment and services; 

(viii)                  Promoting the practice of quality service delivery that meets contractual requirements, legal obligations and organizational policy and procedures.

(ix) Developing, documenting, making recommendations, and communicating plans for investing in IT infrastructure, including analysis of cost reduction opportunities;

(x)  Designing, developing, and overseeing the implementation of end-to-end integrated systems;

(xi) Developing and executing test plans to check infrastructure and systems technical performance, reporting findings, and making recommendations for improvement; 

(xii)Collaborating with end users and senior management to define business requirements for complex systems development and gain buy-in for all infrastructure plans;

(xiii)Promoting the practice of quality service delivery that meets contractual requirements, legal obligations, and organizational policy and procedures.

(xiv)Developing, documenting, making recommendations, and communicating plans for investing in IT infrastructure, including analysis of cost reduction opportunities;

(x)Designing, developing, and overseeing the implementation of end-to-end integrated systems;

(xvi)Developing and executing test plan to check infrastructure and systems technical performance, reporting findings, and making recommendations for improvement;

(xvii)Collaborating with end users and senior management to define business requirements for complex systems development and gains buy-in for all infrastructure plans;

(xviii)Developing and executing robust service delivery governance and risk frameworks to identify, manage and minimize financial, reputational and service delivery risks; and

(xix)Monitoring, reviewing and appraising the business analyst’s work performance. Monitoring and evaluating service delivery processes and outcomes to ensure service delivery is efficient and cost-effective and to action necessary improvements as required;

 

b) Requirements for Appointment

(xx) Must have served for a cumulative period of twelve (12) years three (3) of which must be at the Position of Principal ICT Officer, or a comparable position;

(xxi)  Bachelor’s Degree in Computer Science, Information Technology or related field from a recognized institution;

(xxii)      Master’s Degree in Computer Science, Information Technology or related field from a recognized institution;

(xxiii)     Leadership course lasting not less than four (4) weeks from a recognized institution;

(xxiv)     Membership to a relevant professional body and in good standing;

(xxv)      Practicing license where applicable;

(xxvi)     Fulfilled the requirements of Chapter 6 of the Constitution; and

(xxvii)   Shown merit and ability as shown in work performance and results
